UK's Ministry of Defence loads up £4.6m for one plucky IaaS and PaaS provider to host Oracle Primavera apps

The UK's Ministry of Defence is on the hunt for an infrastructure and platform service provider to host servers supporting its Primavera project management software.

In a tender notice, the ministry's Defence Equipment & Support (DE&S) unit said hosting will make continued use of the accredited "UKCloud" provided platform, which offers specialist multi-cloud services to organisations in the public sector and regulated industries. The DE&S-owned Oracle Exadata servers will remain at the Ark Data Centres in Corsham and Farnborough.

Competitors for the £4.6m infrastructure as a service (IaaS) and platform as a service (PaaS) contract will require accreditation for supporting official sensitive data classification and manage the system and network accreditation processes in accordance with JSP604, a standard interacting with Ministry of Defence computers.

The DE&S is an arm's length body of the Ministry of Defence that manages projects to buy and support equipment and services for the Royal Navy, British Army and Royal Air Force. As well as IaaS and PaaS hosting, it is also looking for an application support services contractor to cover all the Primavera applications it uses. Included are Oracle's ETL to Primavera Analytics and Oracle Business Intelligence Server, which analyse the application databases used for reporting on Primavera P6 project management software, Unifier. Unifier is a project life cycle management tool which helps in capital planning, project delivery, cost control and facilities management – and Oracle Analytics Data Warehouse.

The winning bidder will maintain P6 and Unifier configurations from the beginning of the contract. It will also be expected to offer expert product and configuration knowledge to address functional issues and answer questions from DE&S's "Technical Coaches and Super Users": the people who understand how the applications apply to their various areas of work.

Security and release patches for the Primavera applications will also fall within the remit of the contract, with the proviso that DE&S will upgrade to relevant on-premises releases to maintain consistency across all applications.

As part of the DE&S contract, the supplier will also be involved in regression and operational acceptance testing, governance of business change and an assessment of application impact. It will provide a UK service desk.

In February, Brighton-based technology company tlmNexus won a DE&S contract to support the Poseidon P-8A maritime patrol aircraft with the outfit's Resolve software, which is designed to help service teams comply with the UK Military Aviation Authority's engineering regulations. Typhoon fighters are already supported by Resolve.
